Chrome bundles it's own version of Flash Player, which is encapsulated in a way that prevents it from accessing the shared files. All of the Flash Player instances on the machine share a common set of files and directories, and subsequently, security settings, except for Chrome. The one exception here would be Google Chrome, which is why I was curious about the browser. That said, I agree with Chris on the diagnosis. First things first, it would be really helpful to know what browser and operating system we're talking about:
